The Climate Group: “Delivering Low-Carbon Growth: A Guide to China’s 12th Five Year Plan”

March 2011: For the first time in a Fifth Year Plan, China has set a carbon intensity reduction target of 17% by 2015. In real terms, the 12th Five Year Plan should see China’s carbon emissions rise by about 1 gigaton (Gt), compared to an average 2.2 Gt increase during the last two Five Year Plans (2000-2010). Analysis by HSBC and The Climate Group estimate that this will lay the foundation for China’s emissions to peak before 2030.
